Call to Order:  Chairperson, Howard Kohls, called the meeting to order at 7:30 p.m.

 

Approval of Clerks Minutes:   A motion was made by Wayne, seconded by Brian, to approve the minutes from the April 20, 2021 meeting.  Motion carried.

Expenditures and Treasurer Reports:  A motion was made by Wayne, seconded by Brian, to approve the expenditures and Treasurer reports.  Motion carried. 

 

Correspondence:  Received survey results on wolf survey from Laurie Groskopf.

 

Road and Maintenance Concerns:  Ditching will need to be done on North Road.  Patchwork will need to be done on Jackson Road, by the culvert on Spruce Road, and on Grant Road east of Brian’s.

 

Road Bids:  Signed the contract for Fahrner Asphalt for crack filling not to exceed $10,000.  Diane will get a notice in the Pittsville Record for bids on 1-½ blacktop overlay for North Road from Grant Road to Arpin-Hansen Road.   

 

Pay current bills:  A motion was made by Wayne, seconded by Brian, to pay the current bills as presented.  Motion carried. 

 

Old Business:  Open book will be May 17, 2021 1-3 p.m. and Brian and Wayne will be there in case anyone comes to look at the tax roll.  The new 500 gallon fuel tank was installed at the town garage.  We received bids for a new furnace from ComfortAire, Rapids Sheet Metal Works, and Temperature Pros.  The lowest bid was from ComfortAire so a motion was made by Brian, seconded by Wayne, to accept their bid for $3300 for a new furnace.  Motion carried.  Diane received an email that said that she received a scholarship in the amount of $489 for the Clerk’s Institute so she put the registration fee on the credit card.  The WMCA will reimburse the Town after the successful completion of the week long course.

Call to Order: Chairperson, Howard Kohls, called the meeting to order at 7:41 p.m.
Approval of Clerks Minutes: A motion was made by Wayne, seconded by Brian, to approve the minutes from the March 9, 2021 meeting. Motion carried.
Expenditures and Treasurer Reports: A motion was made by Wayne, seconded by Brian, to approve the expenditures and Treasurer reports. Motion carried.

Correspondence: Received MFL paperwork and other misc junk mail.

Road and Maintenance Concerns: There is a culvert on Spruce Road that has a big dip in it. Howard will talk to the County as it may need a blacktop overlay.

Road Inspection Report: The road inspection was performed on April 6, 2021 by Howard, Brian, and Wayne. Some roads will need granite hauled and spread on them.

Road Contracts: JJ’s Brushcutting sent a contract for mowing for the year, the amount was $8568 which includes two mowings. A motion was made by Brian, seconded by Wayne to sign the ditch mowing contract. Motion carried. Howard said that Ray Calaway said that he will do the mowing at the Town Hall again. A motion was made by Brian, seconded by Wayne to hire Ray. Motion carried.

Adopt Hazard Mitigation Plan from the County: A motion was made by Brian, seconded by Howard to adopt the hazard mitigation plan from the county with Resolution 2021-0420. Motion carried.

Copier Lease: A motion was made by Brian, seconded by Wayne to accept the copier lease. Motion carried.

Pay current bills: A motion was made by Brian, seconded by Wayne, to pay the current bills as presented. Motion carried.

Old Business: BOR is set for May 25, 2021 from 5-7 p.m.; Open book will be May 17, 2021 1-3 p.m.

Public Input: Bill Winch would like to see new lights on the flag at the Town Hall.

Next agenda items: Decide on what roads to get bids on.

Call to Order:  Chairperson, Howard Kohls, called the meeting to order at 7:33 p.m.

Approval of Clerks Minutes:   A motion was made by Brian, seconded by Wayne, to approve the minutes from the February 9, 2021 meeting.  Motion carried.

Expenditures and Treasurer Reports:  A motion was made by Wayne, seconded by Brian, to approve the expenditures and Treasurer reports.  Motion carried. 

 

Correspondence:  Wood County Emergency Management sent a binder that contains a hazard mitigation plan which needs to be adopted at the next meeting.

 

Road and Maintenance Concerns:  There is a culvert on Jackson Road that has a big dip in it so Duane put up barricades.  Howard will sign up for the 50/50 road aid.  Scott Construction dropped off a bid for Apple Road.  Howard, Brian, and Wayne will do a road inspection on April 6th.

 

Credit Cards:  Diane would like to get a credit card so that she doesn’t have to charge to her personal credit card.  A motion was made by Wayne, seconded by Brian to get a credit card from First State Bank with no annual fee.  A card should be issued for Howard Kohls, Diane Kohls, and Pamela Martinson.  Motion carried.  Provision will not charge gas anymore so Howard would like to get their credit card so that the employees can get gas for the trucks.  A motion was made by Brian, seconded by Wayne, to get Provision credit cards, one for each truck.  Motion carried. 

 

Clerk & Treasurer Internet:  Diane would like to have the board pay for her internet at the office.  Pam does not need the Town to pay her internet.   A motion was made by Wayne, 2nd by Brian to pay for Diane’s internet at the office.  Motion carried.  Brian suggested that once the credit card comes to just have it charged to the credit card.

 

Road Permits on load limits:  A permit was issued to Bob Grossman to run his trucks on our Town roads that are posted.

 

Pay current bills:  A motion was made by Brian, seconded by Wayne, to pay the current bills as presented.  Motion carried.

Old Business:  Diane went to make reservations at the Kalahari for the WTA Convention in October and they said that there is a $30 cancellation fee.  Diane will make a reservation for Howard as he usually attends.  If there are any sessions that anyone else wants to attend a room reservation can be made at that time.  Dixie told Diane that the glass barrier for voting is very wobbly and needs to be reinforced with 2×4’s.  Brian will contact Dustin Brehm because he said if we get him the 2×4’s he will reinforce it for us.  The Village of Vesper gave their poll workers a raise, so our poll workers would also like a raise.  A motion was made by Howard, seconded by Wayne, to give our poll workers a raise whenever Vesper gives their workers a raise.  The poll workers will now make $12/hour.  Motion carried.

 

Open separate account for Contingency/Equipment Fund:  A motion was made by Brian, seconded by Wayne to open a separate account for the Contingency/Equipment Fund money.  Motion carried.  Pam will contact First State Bank to get a new account set up with the money that has been set aside for Contingency and Equipment.

Nominations:  A motion was made by Brian to nominate Wayne for Supervisor.  A motion was made Wayne to nominate Brian for Supervisor.  A motion was made by Brian to nominate Diane for Clerk.  A motion was made by Wayne to nominate Pam for Treasurer.  A motion was made by Wayne to nominate Howard for Chairperson. 

 

Nominations Closed:  Nominations were closed by Chairperson Howard Kohls.

 

Adjourn meeting:  A motion was made by Brian, seconded by Wayne, to adjourn the Caucus.  Motion carried.  Meeting was adjourned at 7:35 p.m.

 

 

REGULAR MEETING

Call to Order:  Chairperson, Howard Kohls, called the meeting to order at 7:35 p.m.

 

Approval of Clerks Minutes:   A motion was made by Brian, seconded by Wayne, to approve the minutes from the December 8, 2020 meeting.  Motion carried.

 

Expenditures and Treasurer Reports:  A motion was made by Brian, seconded by Wayne, to approve the expenditures and Treasurer reports.  Motion carried. 

 

Correspondence:  The board received thank yous from Pittsville School District and Mike Quinnell.

 

Road and Maintenance Concerns:  The bridge was patched with mastic on Lincoln Road.

 

Fuel Tank:  We need to purchase a new fuel tank.  Cournoyer quoted $1120 for a new 550 gallon tank.  Bill Winch said he had one that he would donate.  Brian will go check to see if the one Bill has will work.

 

Convention Registration:  Diane will call to reserve three rooms if there is no cancellation fee.

 

 

Pay current bills:  A motion was made by Brian, seconded by Wayne, to pay the current bills as presented.  Motion carried.

Public Input:  Bill Winch said that he didn’t think that the assessor went into buildings to check them out during revaluation because he had property that had a building assessed on it and the building had been demolished at least a year before.

PUBLIC BUDGET HEARING AND SPECIAL MEETING OF TOWN OF ELECTORS

Call to Order:  Chairperson, Howard Kohls, called the meeting to order at 7:33 p.m.

 

Approval of 2021 Budget:  A motion was made by Wayne, seconded by Brian, to approve the 2021 Budget.  Motion carried.

 

Adopt 2020 Tax Levy and Approve Highway Expenditures:  A motion was made by Brian, seconded by Wayne, to adopt the 2020 Tax Levy of $190,905 and approve the 2021 Highway Expenditures of $198,133.

 

Adjourn meetings:  A motion was made by Wayne, seconded by Brian, to adjourn the budget hearing and special meeting.  Motion carried.  Meeting was adjourned at 7:49 p.m.

 

 

REGULAR MEETING

Call to Order:  Chairperson, Howard Kohls, called the meeting to order at 7:49 p.m.

 

Approval of Clerks Minutes:   A motion was made by Wayne, seconded by Brian, to approve the minutes from the October 13, 2020 meeting.  Motion carried.

 

Expenditures and Treasurer Reports:  A motion was made by Brian, seconded by Wayne, to approve the expenditures and Treasurer reports.  Motion carried. 

 

Correspondence:  Signed Pauls contract, Approved support letter for Broadband Expansion Project, and decided to go to $1000 deductible on Rural Insurance.

 

Road and Maintenance Concerns:  Poplar Road needs a load of gravel in the spring.  There was a patch done on Jefferson Road.

 

Ordinance to Exempt Treasurer Bond:  A motion was made by Brian, seconded by Wayne, to Exempt the Treasurer from a special bond.  Motion carried

 

Letter that gets mailed with taxes:  Diane will work on this to have ready to go with the tax bills.

 

Routes to Recovery and WEC Cares Grant Updates:  Diane submitted the final claim of $9,694.53 for R2R grant that included the items for the three school districts.  We received our payment for the WEC Cares Grant.

 

Snow Plow Agreements:  The snow plow agreements with Wood, Sigel, and Seneca were signed.

 

Pay current bills:  A motion was made by Brian, seconded by Wayne, to pay the current bills as presented.  Motion carried. 

 

Old Business:  None

 

Public Input:  Ralph Hamel suggested putting something in with the taxes advising residents to make sure that their escrow amount is correct so that the Treasurer does not have to issue refunds.

Correspondence:  We received the Pittsville Fire & EMT contracts, so they need to be signed and mailed back.

 

Road and Maintenance Concerns:  The bridge on Spruce Road was repaired on both sides by the County.  The culvert/bridge on Coolidge Road needs to be replaced.  Howie will put it on the 50/50 road program along with the bridges on Grant and Oak Road.

 

Routes to Recovery and WEC Cares Grant Updates:  We received the WEC Cares grant of $688.40.  Routes to Recovery has $11,250 available and the remaining balance can be used to purchase items for local school districts.  A motion was made by Wayne, seconded by Brian, to donate $7,000 to WRPS, and $1,000 to each Auburndale and Pittsville school districts.  Motion carried.

 

Pay current bills:  A motion was made by Brian, seconded by Wayne, to pay the current bills as presented.  Motion carried. 

 

Old Business:  Open book will be on October 20th and Board of Review will be on October 27th from 5-7 pm.

 

Public Input:  It was brought up that some of the red fire signs that are facing west are starting to fade.

Correspondence:  Aaron Andre asked that we take a look at his ditch in front of his house that is not draining.  Brian Brock will call him and go take a look at it with him.

 

Road and Maintenance Concerns:  The bridge on Spruce Road still needs to be repaired on both sides by the County.  Howard would like to get waterproof stickers that say Property of the Town of Hansen to put on the back of the road signs.  A bill needs to be sent to Dean Henke for a culvert.

 

Routes to Recovery and WEC Cares Grant Updates:  Diane sent in the paperwork for the WEC Cares grant of $688.40.  We should see that money soon.  Routes to Recovery has $11,250 available and Diane will submit the rest of the claims for additional costs to this grant.

 

Budget Worksheet:  The board looked over the budget worksheet.

Public Input:  Ralph Hamel suggested that the black mark left by Scott Construction should get cleaned up either by Scott Construction or by the Town employees.

COVID Grant Opportunities:  There are two grants that the Town can apply for.  The WEC Cares grant is for $688.40 and the Routes to Recovery is $11,250.  We should not need the total amount but Diane will apply for these grants so the Town can get reimbursed for their additional expenses due to COVID.
