Call to Order:  Chairman, Paul Goldberg, called the meeting to order at 7:01 p.m.

 

Elizabeth Gebert Candidate for Wood County Circuit Court Branch 3 Judge in the April 2026 Election:  Elizabeth introduced herself to the board.  She has been a prosecutor for 17 years.  She started in the DA’s office.  She is from Wood County.  She is running because she wants to bring a different perspective to the bench as all of the judges are former defense attorneys.  She is tough on crime.  She handed out flyers for her event in Marshfield.

 

Approval of Clerks Minutes:   The minutes from the January 13, 2026 meeting were read.  A motion was made by Wayne, seconded by Paul, to approve the minutes.  Motion carried.

 

Expenditures and Treasurer Reports:  A motion was made by Wayne, seconded by Paul, to approve the expenditures and Treasurer reports.  Motion carried. 

 

Correspondence:  Diane received information on the cost for the new voting machine and an agreement from the County for their WisVote services.  There was a garbage complaint.  Paul called Tim at WM and it was taken care of.  Paul attended a meeting and was told that any weight limit permits need to be kept on file at the office.  One permit was issued for Grossman.  Paul signed and returned the 50/50 road aid paperwork.  Emergency Management needs information from the Town so Diane will take care of that.  It is for an emergency plan.  We need to get new edges for the Sterling plow, but should be good for this year.  Paul will get them in the spring.

 

Road and Maintenance Concerns:  The road inspection will be in April.  The new garage door and opener were installed.  Mike said it is dark when the door is closed so Paul will look at getting a motion light installed.

 

Electronics Recycling:  The date has been set for March 28th from noon to 4 p.m. at the Vesper Municipal Building.  Diane will make a flyer for the event that will be put on the website.  She will also check with Andrea to see if she would like to do an ad in the Pittsville Record for the event.

 

February 17th Election:  Diane checked with the poll workers to make sure they are available from 6:30 to the end of the day.  They will all be there.

 

Pay current bills:  A motion was made by Wayne, seconded by Paul, to pay the current bills.  Motion carried. 

 

Old Business:  The new website is up and running.  Wayne and Paul attended the BOR training and BOR needs to be tape recorded.

 

New Business:  None

 

Public Input:  Jerry Scheunemann said that some pine trees on Meunier Road need to be trimmed by Strub’s house because they hang over into the road and hit the plow.

Call to Order:  Chairman, Paul Goldberg, called the meeting to order at 7:01 p.m.

 

Emily Nolan Plutchak Currently Appointed Judge, Candidate for Wood County Circuit Court Branch 3 Judge in the April 2026 Election:  Emily was unable to attend due to the bad weather.

 

Approval of Clerks Minutes:   The minutes from the November 11 and November 25, 2025 meetings were read.  A motion was made by Wayne, seconded by Dan, to approve the minutes.  Motion carried.

 

Expenditures and Treasurer Reports:  A motion was made by Wayne, seconded by Dan, to approve the expenditures and Treasurer reports.  Motion carried. 

 

Correspondence:  There were issues with some garbage pick ups being missed.  Waste Management had a new driver and some were missed so they picked the missed ones up the next day.  Dave Hamel called again about the animals.  The town will be hosting the July 2026 WTA meeting at the Town of Wood.  The dates for BOR training were in the WTA magazine.  Wayne and Paul will attend the 01/31/26 meeting in Marshfield.

 

Road and Maintenance Concerns:  Three bridges need to be replaced, two on Grant Road and one on Jackson Road.  Duane will be our new relief driver.  The auger has been replaced on the Sterling truck.

 

Electronics Recycling:  The Village of Vesper would like to do a one day event with the Town of Hansen. The date is yet to be determined, but will be in the spring.

 

Appoint poll workers for 2026-2027:  All of the current poll workers are willing to work for the next two years.  The poll workers are Karen McCarthy, Elaine Van Ert, and Susan Back.  A motion was made by Dan, seconded by Wayne to appoint the poll workers for 2026-2027.  Motion carried. 

 

Pay current bills:  A motion was made by Dan, seconded by Wayne, to pay the current bills.  Motion carried. 

 

Old Business:  Quickbooks wanted to charge $2210 for the year.  Diane found a deal on Cyber Monday so she called Quickbooks and saved $442.

 

New Business:  A+ gave a quote of $7,440 for a new garage door.  Paul will get one more quote and a decision will be made at the next meeting.  A motion was made by Wayne, seconded by Paul, to move $30,000 to the contingency fund.  Motion carried.

PUBLIC BUDGET HEARING

Call to Order:  Chairman, Paul Goldberg, called the meeting to order at 7:05 p.m.

 

Approval of Proposed Budget:  A motion was made by Pam, seconded by Diane, to approve the proposed budget.  Motion carried.

 

Adopt 2025 Tax Levy to be paid in 2026:  A motion was made by Dan, seconded by Wayne, to adopt the 2025 Tax Levy.  Motion carried. 

 

Approval fo 2026 Highway Expenditures:  A motion was made by Dan, seconded by Wayne, to approve the 2026 Highway Expenditures.  Motion carried.

 

Adjournment:  The meeting was adjourned by Chairman, Paul Goldberg at 7:21 p.m.

 

SPECIAL BOARD MEETING

 

Call to Order:  Chairman, Paul Goldberg, called the meeting to order at 7:21 p.m. 

 

Adopt 2026 Budget:  A motion was made by Wayne, seconded by Dan, to adopt the 2026 proposed budget.  Motion carried.

 

Correspondence:  Paul took the PACER report to the County and Brandon told him that he would take care of it for us.  The Wisconsin Towns Association sent a draft dues notice.  The board decided to continue on with full membership and will pay those fees when the bill is received in March.  A sanitary permit for Richard Larson was received and a certified survey map for Cline’s property was also received.

 

Bank Update:  Anna from First State Bank offered a one year rate of 4.15% APY.  A motion was made by Dan, seconded by Wayne, to accept that rate from First State Bank.  Motion carried.

Next meeting date:  December 9, 2025 @ 7:00 p.m.

Approval of Clerks Minutes:   The minutes from the October 14, 2025 meeting were read.  A motion was made by Wayne, seconded by Dan, to approve the minutes.  Motion carried.

 

Expenditures and Treasurer Reports:  A motion was made by Dan, seconded by Wayne, to approve the expenditures and Treasurer reports.  Motion carried. 

 

Correspondence:  Dave Hamel called about the neighbors dogs.  Paul told him to call the Sheriff’s Department.  Joe Deruiter contacted Paul to let him know that he can no longer plow snow.  We will need to find someone that has a CDL that can plow.  Paul went to the FEMA meeting and was told that every town should have a backup generator.  The board does not think that one is needed at this time.  Paul attended the TRI committee meeting.  The Town received their first notice of non-compliance from the state.

 

Road and Maintenance Concerns:  Four fire signs were ordered.  On November 5th the Birch Lane sign and a dead end sign were stolen.  A motion was made by Dan, seconded by Wayne, to purchase new road signs.  Motion carried.  The new signs will be ordered from Rent-A-Flash because we can get them for a lot less than from the county.  The county does not have salt and sand yet.  All of the culverts have been replaced.  Duane put the snow plow on the truck and the overhead garage door is not working.  Paul called A+ Doors LLC to fix the overhead door.  Duane got all of the roads graded.  Pine Road will need road base in the spring.  The Sterling truck needs a new auger.  A motion was made by Wayne, seconded by Dan, to purchase a new auger for the Sterling truck.  Motion carried. 

 

SWCHS Contract:  Paul received the SWCHS contract and it is $400 for the year.  The contract was signed and will be returned to SWCHS striking cats from the contract as the Town is only contracted for dogs.

 

Electronics Recycling:  The Village of Vesper would like to do a one day event with the Town of Hansen. The date is yet to be determined, but will be in the spring.

 

Approve letter for taxes:  The board read the letter.  A motion was made by Wayne, seconded by Dan to approve the letter.  Motion carried. 

 

Pay current bills:  A motion was made by Wayne, seconded by Dan, to pay the current bills.  Motion carried.

Public Input:  Chris Ferkey said that there is a deep crack across Spruce by Vicki Winch’s that should be looked at next spring.  Laura Ledden voiced her concerns about the power lines that may be installed on Lincoln Road.  She would like the boards’ support to not have them on Lincoln Road.  The board does not have any control over where the power lines will go, but it does encourage the people that are against it to attend the hearings and voice their concerns.  Elizabeth Gebert introduced herself to the board and said that she is running in the April 2026 election for Wood County Judge.

Approval of Clerks Minutes:   The minutes from the September 9, 2025 meeting were read.  A motion was made by Wayne, seconded by Dan, to approve the minutes.  Motion carried.

 

Expenditures and Treasurer Reports:  A motion was made by Dan, seconded by Wayne, to approve the expenditures and Treasurer reports.  Motion carried. 

 

Correspondence:  Received MFL paperwork and a sanitary permit.  Paul sent in the road report to WisDOT and they received it on 10/01/25.  Paul went to the ATC meeting and now they may go down Lincoln Road instead of County Road C.  A resident called and needed a new garbage cart, Paul contacted Tim to take care of it.  Paul took care of some ditch mowing issues.  Wood County Emergency Management is having a meeting about FEMA money, someone needs to attend or the Town cannot get any FEMA money.

 

Road and Maintenance Concerns:  There are potholes on Poplar Lane off of Lincoln Road.  Paul will have one of the guys grade Poplar.  Paul talked to Roland about training another grader operator.  It would be $150/hour for the County to train someone.  Paul took extinguishers in for testing.  Paul will order more BNI signs for the properties that need one.

 

Snow Plow Agreements:  The board signed the snow plow agreements with the Town of Seneca, Town of Sigel, and Town of Wood.  Diane will email them to the other clerks.

 

2025 Budget Numbers:  The board went over the budget numbers.

 

Recycling:  Paul went to the meeting.  Our portion is $27,283.62 for next year.

 

EMS/Fire Contracts:  Diane received the EMS and fire contracts from Pittsville, but nothing from Vesper.  The contracts were signed and Diane will email them to Jerry at Pittsville.

 

Pay current bills:  A motion was made by Dan, seconded by Wayne, to pay the current bills.  Motion carried. 

 

Old Business – Website and .gov emails & Electronics Recycling :  Dennis Nelson submitted a proposal to create a new website for $400.  There is a separate cost for GoDaddy to host the site.  A motion was made by Dan, seconded by Wayne, to have Dennis create a new website for the Town.  Motion carried.  Diane is going to try to figure out how to set up the .gov emails instead of paying someone to do it.  Diane reached out to the Village of Vesper Clerk to see if they wanted to do a one day electronics recycling event.  They will discuss it at their meeting and let us know.

 

New Business:  Paul received the contract for SWCHS.  Diane will email it to the board to look over.  It will be put on the next agenda.

 

Public Input:  Ralph said that there is a big hole on the turn onto Oak Road from State Highway 73.  Paul will contact the county to have it patched.

Call to Order:  Chairman, Paul Goldberg, called the meeting to order at 7:01 p.m.

 

Approval of Clerks Minutes:   The minutes from the August 12, 2025 meeting were read.  A motion was made by Wayne, seconded by Dan, to approve the minutes.  Motion carried.

 

Expenditures and Treasurer Reports:  A motion was made by Dan, seconded by Wayne, to approve the expenditures and Treasurer reports.  Motion carried. 

 

Correspondence:  The fence from the fence dispute has a gap in it and the pigs got on Dave Hamel’s property.  We did our part in the fence dispute, so it is a dead issue as per the Sheriff’s Department.  On 08/26 Paul was informed that trees were down on Grant Road.  A resident called and said that Alliant is charging $200 to go underground with the power lines.  Just so residents are aware that there is a cost to go underground.  The local WTA meeting in Sigel will have a vote on reducing the number of meetings per year so we should attend if possible.  We received a sanitary permit from the County.  Our preliminary estimate of residents is 743.

 

Road and Maintenance Concerns/Decisions:  The quotes from the county were a total $122,000 to chip seal various roads.  The town has $29,000 in 50/50 money.  The actual invoice came in way less, so the Town is opting to save the 50/50 money and Wood County will re-bill us.  Six loads of shellrock were put on Meunier Road.  Paul called the County to get the hole on Jackson Road repaired.  Mike did an inventory of all of the town signs.  He will be putting a sign up on the corner of Tamarack for the curve.  WM has been turning around on Spruce and it has been causing damage to a resident’s driveway.  Paul will call and let Tim know that they need to turn around somewhere else.

 

Banking Update / Allow Credit Card Payment Transfers:  According to First State Bank we received all of the missing interest payments.  A motion was made by Wayne, seconded by Dan, to allow Pam to make payment transfers from the checking account to one of the accounts that is paid interest.  She may do those transfers online without two other signatures during each month as needed.  Motion carried.

 

LP Prebuy:  Cooper was $1.39 per gallon on the prebuy with a minimum of 500 gallons.  The board decided to not do the prebuy this year.

 

Preliminary Budget Numbers:  Diane handed out a rough copy of the budget.  Everyone should look it over as we will set expenses at the next meeting.

 

Treasurer’s Computer:  The Treasurer needs a new computer.  The current one will not update to Windows 11.  A motion was made by Dan, seconded by Wayne, to purchase a new laptop for the Treasurer.  Motion carried.

 

Pay current bills:  A motion was made by Dan, seconded by Wayne, to pay the current bills.  Motion carried. 

 

Old Business – Website and .gov emails & Electronics Recycling :  Will table website and .gov until next month.  Diane will check with the Village of Vesper to see if they would be interested in doing a combined recycling day.

 

Sale of Old Snow Plow:  Paul said that a couple of people had expressed interest in the plow.  Ralph Hamel offered $3700 for it.  A motion was made by Dan, seconded by Wayne, to accept the offer from Ralph Hamel for the snow plow.  Motion carried.

 

New Business:  There was discussion on the old dump.  One of the board members said that somewhere it says it is open to the public.  It is not open to the public.  Paul will get no trespassing signs and they will put them up at the dump.  The City of Wisconsin Rapids sent the annual compost agreement.  Paul signed it and Diane will email it back to the City.  Annual passes for 2026 will be $70 for our residents.  They can purchase them from the Town Clerk.

 

Public Input:  Ralph wanted to know if another road inspection would be done this year.  There will not be another one as it is just done in the spring.  There are weeds growing up in the cracks on Spruce Road.  That may need to be chip sealed soon.  The board noted that some roads need work.  Spruce Road between 73 and Tamarack and Tamarack to Jackson and Spruce Road from D to D needs work.  The board may want to look at getting a quote for the slurry product to try on Spruce Road from D to D to see how well that holds up.

August 12, 2025

Call to Order: Chairman, Paul Goldberg, called the meeting to order at 7:01 p.m.

Approval of Clerks Minutes: The minutes from the July 8, 2025 meeting were read. A motion was made by Wayne, seconded by Dan, to approve the minutes. Motion carried.

Expenditures and Treasurer Reports: A motion was made by Dan, seconded by Wayne, to approve the expenditures and Treasurer reports. Motion carried.

Correspondence: Alliant called Paul to find out where they could put their lines. Paul instructed them to put them as far from the pavement as possible which is about 3’ off of the pavement. The DOT is doing 186 through Vesper in 2028. Received a MFL transfer and a certified survey map. Diane received an email from a company that does electronics and solar recycling.

Road and Maintenance Concerns: We have not received a bill from Wood County yet. Paul received a call from Andy Edwards because he bought property at the end of Meunier Road and would like it to be graded. Paul and Duane looked at it and it needs shellrock put in the holes. A motion was made by Wayne, seconded by Dan, to get shellrock to put on Meunier Road. Motion carried. There is a hole in the road on Spruce. Paul will call the county to have them repair it with a mastic patch.

Fence Dispute Update: Dave Hamel paid the fence bill. Diane sent the Sankey’s an invoice for the fence bill. As per Heather Gehrt it may be added to their taxes if they don’t pay us by November.

Pay current bills: A motion was made by Wayne, seconded by Dan, to pay the current bills. Motion carried.

Old Business: Diane received a quote from Town Web for the website. The cost is $920 for maintenance and support or $1220 for white glove service. The term of the agreement would be 3 years. She also received a quote for .gov emails. We will make a decision on what to do for both at next month’s meeting. The recycling cart on Grant Road has been replaced. Mike took the new truck to I-State for the recall.

New Business: Anyone that drives the new truck needs to take the key out and put it on the floor because the key can be turned too far and then the battery runs dead. Paul asked what the Town should do with the old snow plow as it is no longer needed. The board thinks that it should be sold. Paul will put it on Market Place first to see if it will sell. Will start with a price of $5,000. If it doesn’t sell we can try an ad in the Pittsville Record.

Public Input: Ralph wanted to know if the County did any dust control yet. He said that Pine and Poplar are still very dusty. Paul wasn’t sure if they sprayed them yet or not.
