Call to Order:  Supervisor, Brian Brock, called the meeting to order at 7:03 p.m.

 

Approval of Clerks Minutes:   The minutes from the January 10, 2023 meeting were read.  A motion was made by Wayne, seconded by Paul, to approve the minutes.  Motion carried.

 

Expenditures and Treasurer Reports:  A motion was made by Wayne, seconded by Paul, to approve the expenditures and Treasurer reports.  Motion carried. 

 

Correspondence:  The Village of Vesper reached out to Pam and would like to get on our next agenda about their well.  Diane has gotten a few calls and emails about recycling being missed.  Hansen Sand is being reclassified.  There was a culvert permit for Kevin Tritz.

 

Road and Maintenance Concerns:  The employees have been doing a great job of keeping the roads clear of snow.  There is a hole starting in the road on the corner of Grant Road and North Road so when the weather is nice a mastic patch will need to be done.

 

Pruning Trees from the right of way:  The supervisors are going to do an assessment of the roads to see where the pruning needs to be done.  A motion was made by Paul, seconded by Wayne, to hire Luke Haas to do a full day of clearing.  Motion carried.

 

Pay current bills:  A motion was made by Wayne, seconded by Paul, to pay the current bills.  Motion carried.

CAUCUS MEETING

Chairman of Caucus:  Wayne nominated Brian to be the Chairman of the Caucus, seconded by Paul.

Call to Order:  Chairman, Brian Brock, called the meeting to order at 7:01 p.m.

Nominations:  A motion was made by Brian Brock, seconded by Wayne Brock, to nominate Paul Goldberg for Chairman.  A motion was made by Paul Goldberg, seconded by William Winch, to nominate Wayne Brock for Supervisor.  A motion was made by Wayne Brock, seconded by Robert Cline, to nominate Daniel Madsen for Supervisor.  A motion was made by Pamela Martinson, seconded by Paul Goldberg, to nominate Diane Kohls for Clerk.  A motion was made by Wayne Brock, seconded by Diane Kohls, to nominate Pamela Martinson for Treasurer. 

 Nominations Closed:  Nominations were closed by Chairman Brian Brock.

 Adjourn meeting:  A motion was made by Paul, seconded by Wayne, to adjourn the Caucus.  Motion carried.  Meeting was adjourned at 7:11 p.m.

 

REGULAR MEETING

Call to Order:  Chairman, Brian Brock, called the meeting to order at 7:11 p.m.

Approval of Clerks Minutes:   The minutes from the December 13, 2022 meeting were read.  A motion was made by Paul, seconded by Wayne, to approve the minutes.  Motion carried.

 Expenditures and Treasurer Reports:  A motion was made by Wayne, seconded by Paul, to approve the expenditures and Treasurer reports.  Motion carried. 

 Correspondence:  We received a check from the Wisconsin Disaster Fund to cover part of the bridge wash out from last summer.  It was brought up that residents should watch for scams because the Chairman’s email must have been spammed because a couple people received odd messages with his name attached.

Road and Maintenance Concerns:  Jackson and Oak will need a mastic patch next summer.  The new plow driver, Mike, has been doing a great job.  If the town would like to do more pruning we would need to let Haas know in February or March because it needs to be done when the trees are dormant.

District Meeting – February 17 in Marshfield:  Diane will sign up Wayne and Brian to attend this meeting.

Pay current bills:  A motion was made by Paul, seconded by Wayne, to pay the current bills.  Motion carried. 

Old Business:  It had been suggested at a prior meeting to put some of the money from the contingency account into a CD at First State Bank.  Brian checked on the rates and they are currently 2.15%.  A motion was made by Wayne, seconded by Paul, to put $120,000 from the contingency account into a 6 month CD at First State Bank.  Motion carried.

Rural Mutual:  Joe Grant from Rural Mutual went over the town coverages.

 

Correspondence:  Allen Oleson emailed that Country Disposal’s truck keeps leaking at the end of his driveway.  Brian will contact Country Disposal.

 

Road and Maintenance Concerns:  The ditching is done.  A culvert needs to be replaced at a property on Spruce Road.  The county did bridge inspections on four bridges.

 

South Wood County Humane Society Contract:  A motion was made by Wayne, seconded by Paul, to sign the SWCHS contract.  Motion carried.  Brian signed the contract, Diane will email it to the Director.

 

Set Caucus Date:  The caucus date was set to January 10th prior to the regular board meeting starting at 7 pm.

 

Pay current bills:  A motion was made by Paul, seconded by Wayne, to pay the current bills.  Motion carried. 

 

Old Business:  None

 

New Business:  A motion was made by Wayne, seconded by Paul, to move $30,000 to the contingency fund from savings.  Motion carried.

PUBLIC BUDGET HEARING AND SPECIAL MEETING OF TOWN OF ELECTORS

Call to Order:  Chairman, Brian Brock, called the meeting to order at 7:00 p.m.

 

Approval of 2023 Budget:  A motion was made by Wayne, seconded by Paul, to approve the 2023 Budget.  Motion carried.

 

Adopt 2022 Tax Levy and Approve Highway Expenditures:  A motion was made by Wayne, seconded by Paul, to adopt the 2022 Tax Levy of $192,707 and approve the 2023 Highway Expenditures of $204,089.  Motion carried

 

Adjourn meetings:  A motion was made by Paul, seconded by Wayne, to adjourn the budget hearing and special meeting.  Motion carried.  Meeting was adjourned at 7:05 p.m.

Road and Maintenance Concerns:  Wilke cleaned out the ditches and Luke Haas will start trimming the trees that are close to the right away in the middle of December.

 

Approve letter that gets mailed with taxes:  The board looked over the letter and gave the okay for it to be printed.

 

Snowplow Agreements:  Snow plow agreements with Town of Seneca, Town of Sigel, and Town of Wood were signed by the board for 2022-2023.

 

Pay current bills:  A motion was made by Paul, seconded by Wayne, to pay the current bills.  Motion carried.

Approval of Clerks Minutes:   The minutes from the September 13, 2022 meeting were read.  A motion was made by Wayne, seconded by Paul, to approve the minutes.  Motion carried.

 

Expenditures and Treasurer Reports:  A motion was made by Paul, seconded by Wayne, to approve the expenditures and Treasurer reports.  Motion carried. 

 

Correspondence:  Samantha with Amerisleep wants us to put mattress recycling information on the website.  The board was okay with that.  When Diane gets a chance she will work on getting that on the internet.

 

Road and Maintenance Concerns:  Scott Construction started crack filling Oak Road this week.  The contract is the same as last year not to exceed $10,000.  Willow Lane will get graded.  A ditch needs to be cleaned out on Hemlock down to Lincoln, Wilke will take care of that.  Kolo is going to do the ditch cleaning on Lincoln and Spruce.  Brian is going to call Luke Haas to see about trimming some trees.  Oak Road was shouldered by the County between Grant and Coolidge.  Holes were patched on Birch with a cold patch.

 

Pittsville EMS & Fire Contracts:  The Pittsville EMS and Fire contracts were signed and emailed to Pittsville Fire Department.

 

Assessor Contract:  The contract was signed and Diane will email it back to Pauls.  There will be an increase in cost next year.

 

Compost Agreement:  A motion was made by Wayne, seconded by Paul to sign the compost agreement with the City of Wisconsin Rapids.  Motion carried.

 

Chainsaw and Polesaw Pricing:  A motion was made by Wayne, seconded by Paul to purchase a chainsaw and pole saw that is battery operated.  Motion carried.

 

2023 Budget:  The board looked at the budget.

 

Pay current bills:  A motion was made by Paul, seconded by Wayne, to pay the current bills.  Motion carried. 

 

Old Business:  Wayne is going to attend the recycling meeting in October as he has already attended the July and September meetings.

Next meeting date:  November 8, 2022 @ 7:00 p.m, but was changed to November 15, 2022 due to the budget hearing.

Correspondence:  Trent sent wages for clerk and plow drivers.  Heather sent out the wages for the Treasurers.

 

Road and Maintenance Concerns:  Brian will get the DOT disaster damage aid petition filled out and submitted to Emergency Government.  Shouldering on Oak Road needs to be done.  Fahrner finished the chip sealing that they were contracted for.  An additional culvert needs to be added on Coolidge west of the bridge to handle overflow.  The County will pay for the labor, but we will need to pay for the materials.

 

Preliminary Budget Numbers:  The board looked at the budget.  Diane will pull together as many of the numbers before the next board meeting.

 

Pay current bills:  A motion was made by Wayne, seconded by Paul, to pay the current bills.  Motion carried. 

 

Old Business:  Diane tried to get the wi.gov email set up in time to get the grant from the Wisconsin Elections Committee but they did not get it set up in time.  The board decided to do the LP prebuy from Cooper.  Motion was made by Paul, seconded by Wayne to purchase 700 gallons @ $1.88 per gallon.  Motion carried.  Diane will need to cut a check right away because the deadline is September 30, 2022.

 

Public Input:  Ralph Hamel was wondering if we did a fall road inspection.  Brian said that he will be going around with Scott Construction to check out the roads so if they notice anything they will write it down.  Ralph also said that there is a wash out on D & Spruce that needs to be taken care of.

 

Next agenda items:  Set budget, needs to be posted 15 days before the November meeting, Pricing on chainsaw and Pole Saw

Correspondence:  We received a sanitary permit for Hofstad.

 

Road and Maintenance Concerns:  We needed new batteries for the grader.  The roads will be graded at least one more time this year.  Coolidge bridge washed out so we may be able to get some reimbursement from Wood County Emergency Government.

 

Curbside Pick Up:  We are going to stay with Country Disposal for another year.  The pick up date is changing to Monday instead of Tuesday so people will need to put out their garbage on Sunday night.

 

Pay current bills:  A motion was made by Paul, seconded by Wayne, to pay the current bills.  Motion carried. 

 

Old Business:  The WTA meeting went well, but we had way too much food.  Would just go with a 12 pack of one type of beer, case of water, and 12 pack of root beer.  Would do it at the Town of Wood again as it was reasonable and they had it all set up for us, so we didn’t need to set up or take down tables and chairs.

 

Public Input:  Ralph Hamel asked about the dust control on Apple Road.  He was wondering if we should be doing it on the other dirt roads.  The board decided that we would address that if we had complaints from residents on the other roads.

Correspondence:  We received a sanitary permit for David Harrison.  ProVision has their prebuy for this year at $1.94 per gallon.  We also received the hall rental contract for the Town of Wood.  There was a situation with some loose dogs that the owners will be paying.  SWC Humane Society will be billing us $195.14 which is to be billed to Jenny Elmhorst on Tamarack Lane.

 

Road and Maintenance Concerns:  Fahrner will chip seal a section of Grant Road for $1500.  The bridge on Coolidge is finished.

 

WTA Meeting Host for July 15, 2022:  The meeting we are hosting this Friday is at the Town of Wood.  We should be there by 5:30 p.m. to set up.  Everything has been purchased for the meeting.

 

Employee evaluation and discussion:  A motion was made by Paul to move into closed session pursuant to Wis Statutes 19.85 (1)(c) for the purpose of discussing confidential town matters, seconded by Wayne, to move into closed session.  Motion carried.

 

Pay current bills:  A motion was made by Wayne, seconded by Paul, to pay the current bills.  Motion carried.

Correspondence:  Received two certified survey maps from the county and two sanitary permits.

 

Road and Maintenance Concerns:  There is a problem on Oak Road between Grant and Coolidge where the road is falling apart.  The county will repair it for us.  Crackfilling needs to be done on Oak Road and Maplewood.  Some roads will need to have the ditches cleaned out.

 

Copier or Printer:  A discussion was held on if the town should purchase a throw away printer/copier or just purchase one from Bauernfeind.  A motion was made by Wayne, seconded by Paul to purchase the Konica color copier/printer from Bauernfeind for $2400.  The annual maintenance agreement will be $204.  Color copies will be charged for as used.  Motion carried. 

 

ExpressVote Agreement with the County:  APRA funds can be used on the ExpressVote machine.  A motion was made by Paul, seconded by Wayne, to accept the ExpressVote Agreement with the county.  Motion carried.

 

Voting Agreement with Village of Vesper:  A motion was made by Wayne, seconded by Paul, to accept the voting agreement with the Village of Vesper.  Motion carried.

 

Pay current bills:  A motion was made by Paul, seconded by Wayne, to pay the current bills.  Motion carried.

Approval of Clerks Minutes:   The minutes from the April 19, 2022 meeting were read.  A motion was made by Wayne, seconded by Paul, to approve the minutes.  Motion carried.

 

Expenditures and Treasurer Reports:  A motion was made by Paul, seconded by Wayne, to approve the expenditures and Treasurer reports.  Motion carried. 

 

Correspondence:  Received a call from homeowner about a problem with Country Disposal.  Brian talked to Country Disposal and they will take care of it.  There was a letter from Bob and Ruth Cline thanking the board.  Received a letter from Wood County about the billing mistake, they won’t be charging us the additional amount that was owed.

 

Road and Maintenance Concerns:  The county is going to inspect three bridges.  We are writing 2 grants for roads.

 

Road Contracts:  Chip sealing bids were opened.  Fahrner was $134,647 and Scott Construction was $144,559.  A motion was made by Paul to accept the lowest bid, seconded by Wayne.  Motion carried.  The board decided to not do Spruce Road from County D to County D so the total bid that the board is accepting with Fahrner is for $121,501.56. 

 

Pay current bills:  A motion was made by Paul, seconded by Wayne, to pay the current bills.  Motion carried. 

 

Old Business:  Open book will be held on May 24, 2022 from 1-3 pm at the town hall.  Board of Review will be held on May 31, 2022 from 4-6 pm.  When Diane went to renew the lease she was told that the machine was at end of life.  We either need to look at getting a different one from Baurenfeind or purchasing something.  Diane will bring options to the next meeting.
