TOWN OF HANSEN MEETING MINUTES

Board Members in Attendance:  Paul Goldberg, Pamela Martinson, Wayne Brock, Dan Madsen, and Diane Kohls

Board Members Excused:  None

Others in Attendance:  Chris Ferkey, Bob Cline, Ruth Cline, and Dave Hamel

 

Call to Order:  Chairman, Paul Goldberg, called the meeting to order at 7:02 p.m.

 

Approval of Clerks Minutes:   The minutes from the February 13, 2024 meeting were read.  A motion was made by Wayne, seconded by Dan, to approve the minutes.  Motion carried.

 

Expenditures and Treasurer Reports:  A motion was made by Wayne, seconded by Dan, to approve the expenditures and Treasurer reports.  Motion carried. 

 

Correspondence:  Received a building permit for a shed.  Paul met with Kurt Hendrickson from the ATC.  They will be updating the power poles down County Road C.  If anyone has any questions they can contact him at (920) 338-6515.

 

Road and Maintenance Concerns/Brushcutting:  Paul said that Wood County will do the inspections for the culverts.  Whatever the cost is will be reimbursed so it shouldn’t cost anything to do.  Paul returned the petition for road aid and 50/50 program.  Paul touched base with JJ’s brushcutting and they said that we should give them a price for what we want done.  We weren’t sure how much exactly would be needed so Diane will touch base with them to see if they think that $5,000 will be enough.  A motion was made by Wayne, seconded by Dan, to spend between $5,000 and $10,000 on brushcutting depending on what JJ’s thinks we need to take care of the problem.  Motion Carried.  The Town of Siegel is chip sealing Young Road and was wondering if we would be willing to pay for the section that is in our Town which is about 1109 feet.  Dan made a motion, seconded by Wayne, to chip seal that 1109 feet of Young Road.  Motion Carried.

 

Road Limits/Road Inspection:  The County has decided not to implement road limits this year, so there won’t be any restrictions this year.  The road inspection is set for March 18th at 9:00 a.m.

 

BOR Tentative Dates:  Diane will contact Pauls & Associates to see if Open Book can be April 22 from 3 – 5 pm and BOR at least 14 days later.

 

Tax Penalty:  A resident was charged a tax penalty because they allege that they did not receive a tax bill and did not pay the taxes on that parcel because they didn’t get the bill.  The resident also called and berated the Treasurer, which was unnecessary and uncalled for.  The board has no intention of refunding the delinquent charges of $3.73.  As per Wisconsin Statute 74.09(6), failure to receive a property tax bill does not relieve taxpayers of their obligation to pay their taxes in a timely manner, nor does it negate interest and penalty charges that may accrue.  The Clerk will send a letter to the resident with the board’s decision.

 

Property Line/Fencing Issues:  According to the WTA lawyers the board has to meet with the neighbor before they can send out a registered letter.  The Chairman and some of the board met with Dave Hamel’s neighbors, The Sankeys.  They said that they are going to put up a solid board fence with electric inside.  It will be put up by the end of June 2024.  If they do not get it up by then the board will send them a registered letter.

 

Pay current bills:  A motion was made by Dan, seconded by Wayne, to pay the current bills.  Motion carried. 

 

Old Business:  The Clerk drafted donation letters for the WTA meeting that will be mailed out. 

 

New Business:  Wayne was wondering if we should put a duct in the meeting room as there currently is not one and it is sometimes cold in the meeting area.  Paul will call Comfort Aire to find out about installing that as they put in the new furnace in 2021.

 

Public Input:  Chris Ferkey inquired about if the solar project in the Town will require the parcel to be re-zoned non agricultural.  That will be up to the assessor.

 

Next agenda items:  BOR dates, Road Contracts, Annual Meeting Wage Review

 

Next meeting date:  April 16, 2024 @ 7:00 p.m.

 

Adjournment:  A motion was made by Wayne, seconded by Dan, to adjourn the meeting.  Motion carried.  The meeting was adjourned by Chairman, Paul Goldberg, at 7:57 p.m.
